This series of CLEs features speakers on a variety of topics in appellate child protection matters. Whether you’re taking your first appeal from a child protection matter or your fiftieth, we hope you’ll find some useful tips, information, and best practices from these presentations. 

This session features the Honorable John R. Rodenberg, former district court judge and Minnesota Court of Appeals judge, who will present on best written and oral argument practices in appeals of CHIPS and permanency matters. Judge Rodenberg served on the Court of Appeals for eight years and was a district court judge for 12 years, retiring from the bench in August 2020.

Appellate CHIPS CLE Series | Best Practices for Preserving the CHIPS Trial Court Record

This session features Anne Carlson of Anne M. Carlson Law Office PLLC who will present on best practices for preserving the CHIPS trial court record for appeal. Appellate CHIPS CLE Series | Civil Maltreatment

This session features Jon Geffen, Director of the Reentry Clinic, of Mitchell Hamline School of Law who will present on maltreatment appeals and opportunities for reform. Director Geffen was previously an assistant attorney general for the State of Minnesota and a staff attorney at Southern Minnesota Regional Legal Services. He litigated maltreatment determinations as a private attorney at Arneson & Geffen PLLC.

This session features Natalie Netzel, Assistant Professor of Law and Director of the Institute to Transform Child Protection at Mitchell Hamline School of Law, who will present on post-permanency appeals. Professor Netzel supervises law students and social work students in the Child Protection Clinic at Mitchell Hamline and supports institute training, research, and community engagement events. She previously was a law clerk at the Minnesota Court of Appeals.

Appellate Self Help Clinic

1.0 Standard CLE Credit

The Appellate Practice section of the MSBA and Minnesota State Law Library created a joint initiative called the Appeals Self Help Clinic , a monthly clinic conducted via telephone to offer brief advice for people who are representing themselves. Volunteers are needed for each clinic and training can be immensely helpful in understanding what to expect. If you are interested in volunteering, please join us for this training program to understand what resources are available and get to know the program.

From Published to Precedential

1.0 Standard CLE Credit

The Minnesota Court of Appeals previously designated its opinions as published or unpublished. In 2020, statutory and rule changes eliminated these designations and replaced them with "precedential" and "nonprecedential" opinions. Notably, the appellate rules now allow attorneys to argue for opinion publication. Join us to hear judicial and practitioner perspectives on the new system and learn strategies for persuading the Court to publish your next opinion.

Policing Indian Country | Recent Developments

1.5 Elimination of Bias CLE Credit

Criminal jurisdiction in Indian country has been referred to as a “maze” by scholars and practitioners, and its complexity has been shown to result in increased rates of violent crimes against Native people. This panel will discuss how recent Minnesota legislation, the U.S. Supreme Court's decision in U.S. v. Cooley, and other developments may produce better outcomes for Minnesota tribes and their members. The panelists will also offer additional suggestions for tribal, state, and federal reform.
