Rule 6.1 of the Minnesota Rules of Professional Conduct
states “Every lawyer has a professional responsibility to provide legal services
to those unable to pay.” The Rule sets an aspirational goal for each lawyer of
at least 50 hours of pro bono publico legal services per year. Given the
significant unmet need in Minnesota for legal services for those of limited
means, many public lawyers wish to engage in pro bono activities but often find
obstacles and uncertainties sidelining their best intentions. The MSBA’s
Public Law Section encourages public law offices to develop pro bono policies
and promote/support
public lawyers performing pro bono work. This presentation will discuss
effective
pro
bono policies for public law offices which address
activities and issues consistent with applicable statutes and regulations governing conflicts-of-interest, professional responsibility rules, and other ethical considerations. A panel of distinguished public
lawyers will also share their personal stories of pro bono legal work and answer questions about representational and non-representational activities available to the public lawyer.
