Gov. Walz appoints Kellie Charles, Edward Sheu to Fill 2nd Judicial District vacancies

Governor Tim Walz Appoints Kellie Charles, Edward Sheu to Fill Second Judicial District Vacancies

[ST. PAUL, MN] – Today, Governor Tim Walz announced the appointment of Kellie Charles and Edward Sheu as District Court Judges in Minnesota’s Second Judicial District. Both seats will be chambered in St. Paul.  

Ms. Charles’ appointment will fill a vacancy that occurred upon the retirement of Judge Jennifer Frisch.

“With her breadth of legal experience and history of standing up for working families and veterans, Ms. Charles will make an excellent addition to the Second Judicial District,” said Governor Walz. “She has a track record of putting Minnesotans first and a true commitment to public service.”

“Judge Frisch left big shoes to fill, and I know Ms. Charles will serve the people of Ramsey County well,” said Lieutenant Governor Peggy Flanagan. “Her compassion and community involvement set her apart from a slate of excellent candidates.”

Mr. Sheu’s appointment will fill a vacancy that occurred upon the retirement of Judge Judith Tilsen. 

“Mr. Sheu has demonstrated his commitment to justice throughout his legal career,” said Governor Walz. “I’m grateful for Judge Tilsen’s service on the bench and am honored to appoint Mr. Sheu to the position.”

“Mr. Sheu is incredible advocate and committed to his community,” said Lt. Governor Flanagan. “We’re honored to appoint him to the Second Judicial District.”

About Kellie Charles 

Ms. Charles is currently a Senior Attorney in the Hennepin County Public Defender’s Office. In her role, Ms. Charles is responsible for managing the Appeals and Special Litigation Team, the Treatment Court Team, and the Felony Probation Revocation Team. Ms. Charles has also represented indigent clients in adult, juvenile, and child protection cases at the trial and appellate levels. She is an adjunct professor of Appellate Advocacy and Advanced Trial Advocacy at Mitchell Hamline College of Law. Her community involvement includes service with Veterans Stand Down and the Minnesota Supreme Court Historical Society, and she has previously served as the president of AFSCME Local 2938.

Ms. Charles received her BA from Miami University at Oxford, and her JD from William Mitchell College of Law.

About Edward Sheu

Mr. Sheu is currently a partner at Best & Flanagan LLP. In this role, Mr. Sheu handles a wide range of litigation and other dispute resolution matters in state and federal courts. Previously, he was a law clerk for the Minnesota Court of Appeals. Mr. Sheu’s community involvement includes serving as the Vice Chair of St. Paul’s District 10 Community Council and a volunteer at Twin Cities Habitat for Humanity, and Meals on Wheels.

Mr. Sheu received his BA from the University of Wisconsin, Madison, and his JD from the University of California, Los Angeles.
