The
CLE will educate attorneys about best practices for the post-administrative
hearing process. The speakers come from varied backgrounds and practice areas,
but all have extensive experience involving some level of administrative
hearings. They will share information and practice tips for drafting
reconsideration requests and exceptions for final agency decisions, before an
appeal is filed.
Presenters:
Julia
E. Anderson, Esq.
Assistant Attorney
General, Minnesota Attorney General's Office
Ms. Anderson practices public
utility regulation before the Minnesota Public Utilities Commission. She is a
graduate of the William Mitchell College of Law. After law school, she was a law
clerk to the Honorable Brian P. Short, United States Magistrate, District of
Minnesota, and a law clerk to the Honorable Edward J. Devitt, United States
District Court, District of Minnesota.
Sam
Orbovich, Esq.
Shareholder at
Fredrikson & Byron.
Mr. Orbovich holds
a JD from Capital University. He has been practicing law in Minnesota since
1982. He has over thirty years of experience in legal issues facing Medicaid and
Medicare providers. He has successfully represented providers before civil trial
and appellate courts and federal and state administrative agencies.
Charles
Thomas, Esq.
Litigation Support
Counsel and Managing Attorney, Southern Minnesota Regional Legal Services, Inc.
Since August 2012,
Charles Thomas has supervised the five-attorney government benefits unit at
Southern Minnesota Regional Legal Services’ east metro office in St. Paul. He started at SMRLS in 1977 as a staff
attorney, and later was managing attorney in the Mankato office. He handles a broad variety of government
benefits cases, including unemployment, and also provides litigation and
appellate case support for staff in other SMRLS offices. He holds his JD from
the University of Minnesota.
Patricia
Winget, Esq.
MDH Rules
Coordinator and Legal Counsel, Minnesota Department of Health
As
the Adviser to the Commissioner of the Minnesota Department of Health, Ms.
Winget holds the delegation to decide cases and issue orders in contested cases
and fair hearings. As part of this job, she reviews exceptions to proposed
administrative agency decisions. She will offer the perspective of a
decision-maker in post-hearing reconsideration and exception process. She holds
a JD from the University of Missouri at Kansas City.
