Former Chief Judge Toussaint will discuss the role of judges on the district court and the court of appeals, and whether the role of an appellate judge is distinctly different from that of a district court judge. Judge Toussaint was appointed Chief Judge of the Minnesota Court of Appeals by Governor Arne Carlson and served in this position from 1995 to 2010.
