The 2021 FERC ANOPR - Issues, Observations and Expectations for the Year Ahead

The Federal Energy Regulatory Commission is broadly reassessing its rules for electric transmission planning, cost allocation, and interconnection of new resources in its pending advance notice of proposed rulemaking (ANOPR).  Kari Valley and Jackson Evans will provide an overview of the ANOPR and summarize some of the different perspectives on the reforms that FERC is considering as it revisits key policy questions during a time of rapid industry change.

Speakers:

Kari Valley, Managing Assistant General Counsel, Midcontinent Independent System Operator
As Managing Assistant General Counsel, Kari oversees a team of attorneys and legal professionals supporting the system planning work at MISO.  Kari and her team represent the organization before the Federal Energy Regulatory Commission on issues related to the development of the annual MISO Transmission Expansion Plan, cost allocation for transmission system investments, resource adequacy, generator interconnection and similar matters.

Jackson Evans, Senior Corporate Counsel, Midcontinent Independent System Operator
At MISO, Jackson has focused principally on Generator Interconnection and Transmission Planning matters. Prior to joining MISO, Jackson worked at Midwest Reliability Organization which enforced the NERC Reliability Standards. Jackson started his career at the Minnesota Attorney General’s Office.
