After 50 years of being closed to the West, Myanmar
(Burma) has begun to emerge and encourage trade and investment with Western
countries. This will be a brief overview of Myanmar history, followed by a
legal update, including the current status of the U.S. Treasury Burma sanctions
regime, the new Myanmar Foreign Investment Law, and Myanmar's signing of the New
York Convention on the Recognition and Enforcement of Foreign Arbitral
Awards.

Mary McCormick has recently returned from a
bar-sponsored trip to Myanmar. This bar delegation, which also included
lawyers from Ohio, was one of the first from the U.S. to Myanmar. The
delegation met with older lawyers from the Yangon Bar Association, and
professors at both Yangon University School of Law and Mandalay University
School of Law. All of the groups stressed the huge need for books and other
training materials in English. Both the education system and the legal
system have been neglected and starved of resources there for the past 50 years.
The MSBA International Business Law
Section has undertaken an effort to assist these attorneys as they work to build their own
bar association library, as well as a group of younger Burmese lawyers interested in
international business law. To that end, we are asking for donations of
books, CDs or printed materials focused on international law that may
be shipped to Myanmar.
Printed materials are preferred. At this stage, Internet access there
is not at all reliable, for various reasons.
Jennifer Carter will make room at the MSBA offices for a collection
point.
Please send the materials to her no later than February
28th.
