In
2008, Congress passed the Wellstone/Domenici Mental Health Parity and Addiction
Equity Act, the culmination of a bipartisan effort, sustained over many years,
to require insurance companies to treat mental health on an equal basis as
physical illness. Senator Paul
Wellstone was a driving force behind this important law, which is intended to
require parity between mental health or substance use disorder benefits and
medical/surgical benefits under certain health insurance plans. In early November, final regulations
were issued to implement the law.
Prior to these new regulations, the law left
open significant questions and resulted in disparate interpretations among
policymakers, health plans, providers and consumers.
This session will include remarks from David Wellstone
about the history and goals behind this landmark law, along with an overview
provided by Steve Warch about the details of the new regulations
themselves.
