The Modernization of Cosmetics Regulation Act (MoCRA) is the most significant expansion of FDA’s authority to regulate cosmetics since the Federal Food, Drug, and Cosmetic Act was passed in 1938. MoCRA creates new requirements for manufacturers, brand owners, and others in the cosmetic supply chain, ranging from facility registration and product listing to safety substantiation, adverse event reporting, Good Manufacturing Practices, and more.
