The newly passed Inflation Reduction Act
includes substantial tax breaks for the owners of renewable energy projects if
they are constructed and operated as required by the IRA.
From the contractor and subcontractors' points of view,
this means complying with a set of prevailing wage requirements similar - but
not identical to - Davis Bacon requirements. It also means either complying with
or being able to prove good faith efforts to comply with substantial
apprenticeship requirements. In addition, Davis Bacon rulemaking is under way
that will substantially alter the landscape of federal contracting.
Any contractor bidding on or working on an IRA eligible
project needs to both be aware of these requirements and have a compliance plan
in place before they start work.
There will be a live webinar including both a substantive
presentation and a Q & A session hosted by 34-year labor attorney Andy
Martone, who will go over both sets of requirements of the IRA and the proposed
changes to Davis Bacon in detail and provide an outline for an IRA compliance
plan.
