Live Program
Description:
Regulation of horse racing in Minnesota. This hour and a half
presentation will discuss:
(a) Background, history, and scope. (b)
Regulatory sources: Minn. Stat. Ch. 240 and Minn. Administrative Rules
7869 thru 7899. (c) Regulatory protections of racing participants,
including horses, riders and drivers; also pending (July 1) HISA safety rules
for Thoroughbred racing. Commission veterinarian will discuss pre-race
inspections and other methods of protecting welfare of racehorses and post-race
testing of horses, (d) Pending transition from traditional state to newly
enacted federal regulation of Thoroughbred racing (Horseracing Integrity and
Safety Act).
