Fun with Property Tax Appeals

This 2-hour CLE covers a wide variety of property tax appeal topics. The first hour will be a presentation by the three judges of the Minnesota Tax Court, offering insight and updates from the bench. The second hour will be a panel of practitioners, both petitioners and county representatives, covering the life of a tax court petition.

Presenters:

Tax Court Judges:
Chief Judge Wendy Tien | Chief Judge Tien was appointed to the Minnesota Tax Court in 2019 and was appointed Chief Judge in March of 2021. Prior to that, Judge Tien’s practice included managing the Minnesota Attorney General’s Tax Litigation Division, serving as a Deputy Assistant Director at the United States Department of Justice and practice with the Internal Revenue Service and a private firm.

Judge Bradford Delapena | Judge Delapena was appointed to the Minnesota Tax Court in 2012 and served as Chief Judge from 2012-2015 and 2017-2021. Prior to that, Judge Delapena’s career included teaching, solo practice, managing the Minnesota Attorney General’s Tax Litigation Division and serving as an assistant state public defender.

Judge Jane Bowman | Judge Bowman was appointed to the Minnesota Tax Court in 2020. Prior to that, Judge Bowman served as an Assistant Hennepin County Attorney, defending county assessment valuations, and worked for the Housing Preservation Project (now the Housing Justice Center).

Practitioners:
Nora Sandstad | Nora has served in the St. Louis County Attorney’s Office civil division since 2014. She handles the county’s property tax appeals, civil forfeitures, election law issues, data practices and advises several county departments. Prior to joining St. Louis County, she clerked for the Minnesota Court of Appeals and worked five years in a law firm in Duluth.

Christine Carney | Chris has served as an Assistant Anoka County Attorney since 2005.  She currently practices in the Civil Division focusing on eminent domain, property tax appeals, and probate/estate recovery, as well as advising various county departments.  Chris began her legal career with 8 years in private practice, working at a law firm in the western suburbs of Chicago, and later as a solo practitioner in Anoka, Minnesota, before joining the Anoka County Attorney’s Office.

Nick Furia | Nick has been a Minneapolis property tax lawyer since 2004.  He started his own firm in 2009, and has filed and resolved thousands of property tax appeals over the last 13 years.  He is a former chair of the MSBA Tax Section, the IPT Property Tax Symposium, and the IPT Annual Conference’s Property Tax program.  For the last several years, he has been a Regional Editor of the ABA Property Tax Deskbook.

Timothy A. Rye | Tim started his career in real estate as a commercial real estate appraiser with a focus on valuations for use in litigation. As an attorney and  former appraiser, Tim uses his extensive valuation background and knowledge to guide his clients through all facets of the property tax appeals process. Tim represents a broad range of clients, including real estate investors, owners, developers, property and asset managers, corporations, and individuals.
