Please join the MSBA Public Utilities Law Section for a discussion with experts from around the country on how to enhance distributed justice in contemporary energy transition efforts, including within the regulatory landscape that applies to electric utility integrated resource planning (IRP).

We are especially delighted that we have as our Keynote Speaker, Professor Hannah Wiseman from Penn State Law, who has written about this issue and is one of the leading scholars on this topic.

Her Keynote will be followed by two expert panels.  The first will address the state and national trends in IRP not only in Minnesota, but other jurisdictions from around the country. We look forward to gain insight into what Minnesota and other states and jurisdictions are doing to deal with IRP issues. For example, the Texas grid disaster will be considered along with other challenges in an effort to enhance justice and equity within the energy transition. The second panel will do a deep dive into IRP, the Resource Mix and Capacity Needs in the Plethora of Emerging Technologies and State Policies.

Panel I:  Policy Issues and General Trends in IRP Including Enhancing Justice and Equity
The first panel will address the major policy issues and general trends in IRPs including issues of equity and justice. The panel will address important issues in Minnesota’s process but we also hope to gain insight into what other states and jurisdictions are doing to address these issues. We will also explore the Texas grid disaster. This panel will be moderated by Professor Alexandra Klass, Distinguished McKnight University Professor, University of Minnesota Law School.

The second panel will do a deep dive into IRP, the resource mix, and capacity needs in the plethora of emerging technologies and state policies. This panel will be moderated by Dan Lipschultz, Former MN PUC Commissioner, Attorney and Energy Consultant.
