The electoral college as a means of picking the president of the United States is one of the most confusing institutions in American politics.  It has also been subject to more constitutional amendments to replace or fix than any other institution.  This CLE explains the historical and constitutional origins of the Electoral College, describes how it works, and debates whether it should be replaced and, if so, how, and with what?
