Public Utilities Section will
briefly host their 2019-2020 Annual Meeting and elections at the beginning of the
program.
PUC Commissioner
Joseph K. Sullivan will speak about his professional background and
provide insights into his duties and responsibilities as the PUC’s newest
Commissioner, including how his role has changed from Deputy Commissioner of
Energy Resources at the MN DOC to one of five independent commissioners
responsible for the oversight and regulation of utility service providers in
Minnesota. He will also entertain questions from the Bar Section
attendees.
PUC Executive
Secretary Will Seuffert, was selected by the PUC to serve as Executive Secretary
to the PUC beginning on January 30, 2020. Will has spent his career in
pubic service and will describe some of his policy, executive and legislative
background and his duties and responsibilities as Executive Director. He will
also entertain questions from Bar Section attendees.

Joseph K. Sullivan | Commissioner, Minnesota Public
Utilities Commission
Joseph Sullivan was appointed to the Minnesota Public
Utilities Commission by Governor Tim Walz, effective April 6, 2020 and appointed
to Vice-chair on May 21, 2020. Commissioner Sullivan currently serves as a
member of the National Association of Regulatory Utility Commissioners
(NARUC). Sullivan previously served as Deputy Commissioner for the
Division of Energy Resources at the Minnesota Department of Commerce. In this
role, Joe led the Division and supervised the Minnesota State Energy Office and
the Energy Planning and Advocacy unit.
Will Seuffert | Executive Secretary, Minnesota Public
Utilities Commission
Will Seuffert was selected by the Minnesota Public Utilities
Commission to serve as Executive Secretary starting January 30, 2020. Will has
spent his career in public service. From 2013-2020, Will served as the Executive
Director of the Environmental Quality Board (EQB). Before joining the EQB in
2013, he served as a Senior Policy Advisor to Minnesota Governor Mark Dayton,
working closely with the cabinet agencies and legislators involved in energy,
environment, and agriculture issues
