Minnesota has been a top-growth solar market
nationally, and solar power is now the lowest-cost source of new power around
the world; in 2019, nearly half of all new electricity came from renewable
sources. We will look at Minnesota’s solar electricity laws generally, and
then walk through all of the legal components of a sound solar development: regulation;
permitting; site control; power-purchase agreements and community solar
subscriptions; tax credits and other incentives; financing options and consumer
protection. We will use a recent case study of a wide-spread, multi-state
residential solar fraud to highlight sound practices and warning signs that
might cast shade on otherwise bright opportunities for solar power in
Minnesota.
