An introduction to the federal Family
First Prevention Services Act, which is a significant modification of the
federal Social Services Act, Title IV-E, which traditionally provides funding
for foster care placement and adoption services. In 2017, Minnesota received
about $118 million in Title IV-E funding; this new modification will both
restrict the ways that the traditional funding can be used, and will provide new
funding options for prevention services. It is highly technical and will require
significant changes in court processes, social worker interactions and community
engagement for it to be successfully implemented by the July, 2021 due date.
This presentation will be a high level overview of the Act, as well as a
description of the challenges and plan to implementation.
