The PUC’s new General Counsel Ryan Barlow
will speak about the different aspects of the General Counsel Position,
including supervision of the legal staff and advising the Commissioners.
Barlow will focus a portion of the presentation on the Commission’s ex
parte statutes and rules, which place significant limitations on how
Commissioners and Commission staff can interact with parties and other
participants. He will present a refresher on the statutes and rules
themselves, and then discuss some hypothetical situations about what ethical
requirement and limitations are placed on Commissioners, staff, and lawyers who
practice in the field.
The
Public Utilities Section will briefly host their 2018-19 Annual Meeting and
elections at the beginning of the program.

lunch beginning at 12:00 PM, with the
Annual meeting at 12:15 pm followed by the CLE program from 12:30 – 1:30
PM.
Presenter:
Ryan Barlow | General Counsel | Minnesota Public Utilities Commission
Ryan graduated from the University of Minnesota Law School in 2012. He
clerked for Judge Kathleen Sheehy in Hennepin County District Court, and joined
the Office of the Attorney General in 2014. Ryan worked in the Residential
Utilities and Antitrust Division for several years, representing the interests
of residential and small business customers in a wide variety of utility
proceedings before the Minnesota Public Utilities Commission. In 2019,
Ryan joined the Commission as General Counsel.
