A Discussion of Out-of-Home Placements for Foster Care Youth

Lunch will be provided. Registration will begin at 11:30 am. The program will begin at noon.

An overview discussion of Foster Care Placements in Minnesota addressing the different kinds of placements, the factors used to determine placements for foster care youth and various legal requirements and limits involved.

Presenter:

Anne Tyler Gueinzius, Managing Attorney, Children’s Law Center of Minnesota

Ms. Gueinzius manages volunteer and staff attorneys who work directly with foster care youth and she provides direct representation for a discrete number of foster care youth. She has served on the Minnesota Juvenile Protection Rule Advisory Committee from 2009 to 2017 and she has been representing children in juvenile court since 1997.  She received the Minnesota State Bar Association’s 2010 Chief Justice Kathleen Blatz Child Advocate & Service Award and she was selected a 2014 Attorney of the Year by Minnesota Lawyer magazine.  Anne has authored several articles and "Practice Points" on legal issues that arise in CLC cases.  She co-authored a 2014 Mitchell Hamline law review article with former CLC staff attorney, Julia Hillel, on permanency best practices for foster care youth as well as recently authoring a 2019 Mitchell Hamline law review article on the legal representation of foster care youth.  Anne is a frequent presenter on issues addressing affecting foster care youth. She received her Juris Doctor from Mitchell Hamline School of Law and her Bachelor of Arts from Northwestern University.
