The Constitutionality of
5/4 split decisions of the Supreme Court of the United States which nullify
state and federal laws will be discussed. The validity of these 5/4 split
decisions will be examined in light of the Separation of Powers and Checks and
Balances Doctrines enshrined in the Constitution.
Box lunch will be provided.
Registration and lunch will begin at 11:45 am. Presentation will begin at 12:00
pm.

Judge
Senior Judge Galen
Vaa recently retired on March 31, 2018 and was appointed and assigned to serve statewide
as Senior Judge from April 2, 2018, to June 30, 2019. He was initially
appointed a judge in 2000 and was reelected in 2002, 2008, and
2014. Prior to his service as a judge, Vaa served as Assistant Attorney General
for the State of South Dakota ('74-'75) and later moved on
to partner at the firm McLavnan, Hannaher, Vaa & Skatvold from 1975-2000 in Moorhead.
Amongst his many professional activities, Vaa has served as the President of the
Seventh District Bar Association (1999-2000), was President of the Clay County
Bar Association ('79), and served on the Board of Directors for the Minnesota
Trial Lawyers Association (1990-2000). He has much experience lecturing as an
annual presenter of the Civil Case Law Update at the Minnesota District Judges
Association Annual Convention at Madden's (2004-2007.)
