The Public Utility Regulatory Act (PURPA) turns 40: Midlife Crisis or 40 is the New 30?

As PURPA turns 40, it’s still a live issue in the energy policy and legal world.  Minnesota PURPA experts will review PURPA basics, recent and current and applications, controversies and possible future reforms.

Please join us for lunch beginning at Noon, followed by the CLE program from 12:30 – 1:30 p.m.

Box lunch will be provided.  Special meal requests need to be received no later than Monday, November 12.

Presenters:

Jim Bertrand  | Partner | Stinson Leonard Street
An experienced energy and railroad attorney, Jim Bertrand counsels clients on energy, infrastructure and transportation matters (including transactions, litigation and regulatory proceedings) requiring experience with the interplay of political, business and legal considerations. In the energy industries we serve, Jim regularly advises developers of power plants, renewable energy facilities (solar, wind), battery storage and electric transmission lines before state and federal regulators. He also drafts and negotiates development, power purchase, service, supply and license contracts, and manages corporate and business issues for regulated companies and companies that supply services to or purchase services from regulated companies. In addition, Jim provides antitrust counseling for a broad variety of companies on operations, product distribution, mergers and acquisitions, and joint ventures.


Terri Eaton | Director of Federal Regulatory Affairs | Xcel Energy
Terri has a B.S. in Petroleum Engineering and a law degree from the University of Texas at Austin.  From 2000 to 2002, she worked as a staff attorney for the Public Utility Commission of Texas handling various electric issues, including issues associated with Texas’ transition to retail competition.  From 2002 to 2005, she worked as manager of governmental affairs for Green Mountain Energy Company, a competitive retailer based in Austin, Texas.  Since September 2005 Terri has been employed by Xcel Energy in various positions, including her current role as Senior Director of Federal Regulatory Affairs.  In that role she is responsible for FERC policy and regulatory matters and the company’s FERC and NERC compliance programs.
