One of the many challenges cities
face is funding new infrastructure as land within the city develops. The MN
Supreme Court in the Harstad vs. Woodbury case changed the entire framework
of funding for new
street infrastructure. The decision has left a significant funding gap.
This presentation describes the history of street fees and the court opinion
in Harstad. It explores the advantages and disadvantages of various funding options and
considers both the philosophical and practical options for funding new street infrastructure.
