8:30 - 9:30am – What is Net Neutrality and Why Should We Care?
The talk will explore the statutory and administrative law rationales for the classification and regulation of telephone (common carriage), cable (limited speech rights) and their relationship to the internet (net neutrality).  The talk will also address the potential impact of the classification decision on the economy and representative democracy in Minnesota. 
Professor Allen Hammond , Professor at Santa Clara University School of Law, Director of the Broadband Institute of California.

9:30 - 10:30am – A Review of the FCC’s Restoring Internet Freedom (RIF) Order.
Get beyond the headlines, slogans, and rhetoric.  What does the Restoring Internet Freedom Order actually say?  We will review all of the key aspects of the Restoring Internet Freedom Order

10:30 - 11:30am – Responses to the RIF Order.
There have been reactions to the RIF Order at all levels of government.  Our panel will review federal, state, and local responses to the RIF Order, and provide perspectives on the merits of various prospective approaches to regulation of net neutrality principles.  Panelists include Jim Beattie  (Director of Government Relations & General Counsel at BEVCOMM), Allen Hammond Professor at Santa Clara University School of Law, and Minnesota Sen. Ron Latz (D-MN).

11:45 - 12:45 pm – Keynote Presentation "Untangling the Web of Net Neutrality" & Lunch
A brief history of net neutrality, the policy arguments for and against the 2015 order and the 2018 repeal, and an assessment of recent efforts to re-enact net neutrality rules at the state level. 
Daniel Lyons is an Associate Professor of Boston College Law School, where he researches and writes in the areas of telecommunications, Internet policy, and administrative law. A magna cum laude graduate of Harvard College and Harvard Law School, he clerked for Judge Cynthia Holcomb Hall on the Ninth Circuit Court of Appeals and worked as an associate at Gibson, Dunn & Crutcher and Munger, Tolles & Olson in Los Angeles before joining the BC faculty in 2009. Professor Lyons is also a Visiting Fellow at the American Enterprise Institute, where he has written over 100 blog posts on tech policy issues.

12:45 - 1:45 pm – The FTC Enforcement Model.
Our esteemed panelists will speak on the Deceptive Trade Practices, Internet Privacy, and Recent Enforcement Actions related to the FTC Enforcement Model.  This portion of the program will examine privacy from a Federal Trade Commission perspective including FTC enforcement actions, a summary of the 2011 Facebook/FTC Consent Decree, consideration of how the Consent Decree might apply to the Cambridge Analytica issues and the relevance of privacy standards set by the European Union General Data Protection Regulation.  Panelists include Keynote speaker Prof. Daniel Lyons, Milda Hedblom (Professor, Augsburg University; Lawyer and Consultant, Dain International) and Shannon Heim.
