The Federal Broadband Advisory Committee - An Insider's Perspective

On January 31, 2017, FCC Chairman Ajit Pai announced the formation of a new federal advisory committee, the Broadband Deployment Advisory Committee (BDAC or Committee), which will provide advice and recommendations for the Commission on how to accelerate the deployment of high-speed Internet access. The Commission intends to establish the BDAC for a period of two (2) years, with an expected starting date during the spring of 2017. Minnesota’s State Broadband Director, Danna Mackenzie serves on the Working Group charged with studying removal of state and local regulatory barriers to broadband development. Danna will share her perspective on the direction the BDAC is headed, and what we can expect to see from BDAC in the next two years. Attorney Brian T. Grogan will be providing a counterpoint view from a municipal standpoint.

Danna Mackenzie | Executive Director | Minnesota Office of Broadband Development

Danna Mackenzie leads broadband strategy and program development efforts for the State of Minnesota and provides support to both the Governor’s Subcabinet on Broadband and the State’s Broadband Task Force. Mackenzie oversees the execution of the Minnesota Border-to-Border Broadband Grant Program. Prior to joining OBD, Ms. Mackenzie served as technology director for Cook County, Minnesota for 17 years.

Brian T. Grogan | Attorney | Moss & Barnett

A highly experienced communications and technology law attorney, Brian T. Grogan provides counsel on regulatory compliance and transactional opportunities in an area of law marked by innovation and continually evolving laws and regulations. Brian represents municipal entities across the nation, established companies, new businesses, and trade associations in their complex contract negotiations and regulatory proceedings. Among his achievements is serving as the lead outside counsel that drafted the municipal Wi-Fi contract for the City of Minneapolis that resulted in Wi-Fi service for all 59 square miles of the City. Brian also serves on Moss & Barnett’s board of directors and is chairperson of the communications and technology law teams.
