The Federal Communications Commission ("FCC") has extended its reach into
computer and network-related areas. It has engaged in a number of
rulemakings and other reforms under the guise of modernizing regulation of
telecommunications services in the United States. This presentation will
focus on recent FCC reforms that are relevant to broadband providers and
industry participants. Ms. Heim and Ms. Gray Nunez will provide a briefing
and answer questions about the FCC's recent (1) potential classification of
Voice over Internet Protocol ("VoIP") as a public utility, (2) reforms to the
Connect America universal service program, (3) reforms to the E-rate support
program for schools and libraries, (4) introduction of incentive auctions to
distribute spectrum, and (5) implementation of the Twenty-First Century
Communications and Video Accessibility Act of 2010, a law requiring advanced
communications services like VoIP and videoconferencing to be accessible to
people with disabilities in a number of new ways.
The Computer & Technology Law Section Council will
meet at 11:30 a.m., follow by lunch and the CLE at noon.
