The MSBA's Public Utilities Law Section Presents


"Current Challenges for Wind Energy Development"

Please join your MSBA Public Utilities Section colleagues for lunch and a timely program on the challenges faced when considering wind energy development. Moderated by Chair David Boyd of the Minnesota Public Utilities Commission, a panel of wind energy experts will discuss the development of wind resources in Minnesota with a focus on current development constraints. Panelists include Paul White, Adam Sokolski, Mike Bull, and Ingrid Bjorklund.


Dr. David Boyd, Minnesota Public Utilities Commission (Moderator), Minnesota Public Utilities Commission
A Ph.D. chemist and former faculty at the University of St. Thomas, Dr. Boyd is a member of NARUC's Committee on Electricity, Subcommittee on Clean Coal & Carbon Sequestration, Subcommittee on Education & Research, and he chairs the Subcommittee on Nuclear Waste Disposal. He is an Executive Committee Member on the Nuclear Waste Strategy Coalition, and serves on the Midwestern Governors Association's (MGA) Carbon Capture and Storage (CCS) Task Force. His term expires January 5, 2015.

Adam Sokolski  (Panelist), Iberdrola Renewables
Adam Sokolski is a Developer with Iberdrola Renewables and leads the development of wind energy projects in the upper Midwest states of Minnesota, Wisconsin, and Iowa. He has more than 10 years experience working in renewable energy including state legislative and regulatory affairs.

Mike Bull  (Panelist), Xcel Energy
Mike Bull is an attorney by training and works as a senior resource analyst for Xcel Energy, responsible for evaluation of resource alternatives to meet customer demand in Minnesota, and surrounding states. Mike previously was a regional policy manager for Wind on the Wires and has held a number of positions in Minnesota state government.

Ingrid Bjorklund (Panelist), Minnesota Office of Energy Security
Ingrid is a State Permit Manager for large wind facilities at the Minnesota Office of Energy Security.  Previously, she was in-house counsel for a wind developer and an associate at Lindquist & Vennum where she represented energy clients. 

Paul White  (Panelist), Project Resources, Inc (PRC)
Paul White is President of Project Resources, Inc (PRC), a Minneapolis based wind development company. Paul started PRC in 1997, to develop projects throughout the Midwest and he has 19 years experience in the wind industry, including wind turbine manufacture, sales, wind project development, finance, construction and energy policy.
