The MSBA governance structure includes two bodies, the Assembly and the Council.  Under the Bylaws, the Assembly, within the meaning of the Minnesota Nonprofit Corporation Act, is the board of directors and has the power and functions of such a board.  The Council implements the policies of the Assembly.
