In its Connect America Fund Phase II Order, the FCC authorized and Minnesota Companies have accepted over $85
million in annual funding to build broadband to approximately 170,000 homes and businesses in the state
over the next six years. This panel discussion will provide an overview of
the funding program, identify the areas eligible for support and provide an
overview of the benefits and challenges that this program
creates.

Jason Topp, Associate General Counsel at CenturyLink, has helped the company
navigate regulatory requirements from the states and the FCC since 1999. Jason
advocates before regulatory commissions and the courts on a wide variety of
telecommunications issues.
Shannon Heim is a
senior telecommunications attorney at the law firm of Dykema Gossett. She
specializes in state and federal regulatory challenges facing rural ILECs,
ranging from new ETC designations to complex compliance. Shannon represents many
carriers serving Tribal lands and rural areas, and is a strong advocate for
Tribal and rural carriers trying to bridge the digital divide. Her clients
include rural ILECs, wireless carriers and rural electric cooperatives entering
the broadband market. Shannon was recently appointed by Governor Dayton to his
Task Force on Broadband.
