Government Services Meet Immigration Enforcement

This program is sponsored by the Administrative Law Section, Immigration Law Section, and Public Law Section. This program is part of the 2018 State Capitol CLE Series.

State and local government personnel increasingly confront immigration enforcement issues as they conduct their usual non-immigration functions.  Immigration and Customs Enforcement personnel have appeared at administrative hearings.  MN Department of Human Services and County officials must navigate the changing definition of “public charge” and the potential consequences of U.S. citizen children in mixed-status families accepting means tested public benefits such as SNAP, Medical Assistance benefits and free and reduced lunch. Schools, universities, federally qualified health centers and other health care facilities that receive federal funding face various "sanctuary" issues, including whether federal funding could be conditioned on cooperation with immigration enforcement efforts and whether privacy statutes like HIPAA and FERPA prevent the release of patient or student information to immigration enforcement authorities.  The panel will address these and related topics.

Lunch is provided. Lunch and registration will begin at 11:30 a.m. The program will begin at 12:00 p.m.
