Program:

Please join the MSBA Public Utilities Law Section and Mitchell Hamline School of Law as our speakers address the changing landscape for electric utilities. There is no question that the electric utility industry is undergoing a transformation. New policies and energy technologies have changed the landscape creating regulatory and market uncertainty. Traditional business models for utilities may no longer be applicable in today’s environment. Regulatory and utility experts will address a variety of developments impacting the electric utility industry today and in the near future.

Keynote Speaker:

Phillip Moeller, Senior Vice President of Energy Delivery and Chief Customer Solutions Officer at the Edison Electric Institute (EEI).  Prior to joining EEI in February 2016, Mr. Moeller served as a Commissioner on the Federal Energy Regulatory Commission (FERC), ending his tenure as the second-longest serving member of the Commission. In office from 2006 through 2015, Mr. Moeller ended his service as the only Senate-confirmed member of the federal government appointed by both President George W. Bush and President Barack Obama. At FERC, Mr. Moeller championed policies promoting improved wholesale electricity markets, increasing investment in electric transmission and natural gas pipeline networks, and enhancing the coordination of the electric and natural gas industries.

First Panel:

Our first panel is comprised of regulatory experts, who will provide a high-level view of this changing environment, and will be moderated by Phyllis Reha , energy consultant and former MPUC Commissioner and Administrative Law Judge.

• David Boyd , Vice President of Government and Regulatory Affairs at the Midcontinent Independent System Operator (MISO) and former Commissioner at the Minnesota Public Utilities Commission

Second Panel:

Our second panel will be comprised of utility representatives, who will discuss on their utility is adapting to this changing environment, and will be moderated by Bill Black, Government Relations Director for the Minnesota Municipal Utilities Association.

• Eric Oslen, Vice President and General Counsel for Great River Energy
• Aakash Chandarana, Regional Vice President of Rates and Regulatory Affairs for Xcel Energy
• Brian Draxten, Manager of Resource Planning for Otter Tail Power
