The
Burnsville Police Department was the first in Minnesota to require its officers
to wear body cameras in 2010. Many officers who have used
the cameras believe they capture valuable evidence, but privacy considerations have
been raised by members of the community. In addition, use of
this technology is complicated by Data Practices and civil liability considerations. We have
assembled an exceptional panel of speakers to address the rollout
of body cameras, as their use is implemented by various police jurisdictions
throughout the state, as well as some of the primary legal issues
of interest to public lawyers resulting from the use of body cameras. What statewide legislative proposals
have been advanced in this year’s legislative session? What proposals are anticipated next year? What have police departments confronted in the implementation of body cameras? What are the concerns of the community? How do the state’s Data Practices laws impact this technology? What sorts of civil liability issues have arisen or are anticipated as the use of body cameras becomes more common?
