Natural Gas and Oil Pipeline safety has been in the news
recently due in part to the Oil Boom in North Dakota, increases in rail
transport and recent applications for new pipeline routes across
Minnesota. The federal government establishes minimum pipeline safety
standards under the U.S. Code of Federal Regulations. The Office of Pipeline
Safety (OPS) within the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety
Administration has overall regulatory responsibility for hazardous liquid and gas pipelines under
its jurisdiction in the United States. The Office of Pipeline
Safety in Minnesota, a division of the Minnesota Department of Public Safety,
enforces the pipeline safety regulations for interstate gas and hazardous liquid pipeline operators in Minnesota based on inspections performed by the state. In 2014 the Minnesota Legislature directed the DPS to prepare a report on incident preparedness related to transportation of oil by rail or pipeline, This report was recently provided to the Minnesota Legislature.

Presenters:
Jeffrey Cremin of the MN
Office of Pipeline Safety will address issues related to Natural Gas and Oil
Pipeline Safety.
Dave Christianson of the MN Department of
Transportation will address issues related to the transportation of oil by rail
or pipeline and the recommendations presented to the Minnesota legislature in
its recent report on incident preparedness.
