8:15 - 9:15  Keynote Presentation: A Commissioner’s View of the Rapidly Changing Telecommunications Landscape
The industry faces swift changes in technology and regulatory oversight. Commissioner Lipschultz will discuss the challenges facing carriers and regulators and reflect on the impacts on consumers.

9:15 - 10:00 Broadband in Minnesota: An Update and Vision
The Office of Broadband Development oversees Minnesota broadband law, policy and programs.   The Border to Border Broadband grant program is a key feature of the Office.  Danna MacKenzie will discuss the work of the agency. Margaret Anderson Kelliher will highlight the work of the Governor’s Task Force on Broadband and the complexities of the legislative session.

The telecommunications regulatory world is rapidly evolving and savvy telecommunications practitioners know that enforcement priorities provide an important roadmap.  The panel will discuss recent changes in federal regulation and applicable enforcement trends, particularly regarding the volatile area of cybersecurity.
